Method

  1. Preheat the oven to 400 degrees F.
  2. Cut the bell peppers into thin strips and place them on a baking sheet.
  3. Drizzle the peppers with the olive oil and sprinkle with the garlic, salt, and black pepper.
  4. Roast the peppers in the oven for 15-20 minutes, or until they are slightly charred and tender.
  5. In a small mixing bowl, combine the roasted peppers with the red wine vinegar. Stir to coat the peppers evenly with the vinegar.
  6. Cover the bowl and refrigerate the peppers for at least 1 hour to allow the flavors to develop.
